Internet Policy

Rules for Public Internet Use

That, in its endeavours to develop collections, resources and services which meet the cultural, informational, recreational and educational needs of our community, and in response to advances in technology and the changing needs of the community, the Kingston Frontenac Public Library offers World Wide Web access to the Internet and its many resources, and:  

  1. KFPL is only responsible for the pages pertaining specifically to the library;  
  2. KFPL is not responsible for the content, accuracy, or availability of any external sites linked to  library pages;  
  3. KFPL assumes no responsibility for information found on the Internet that may be considered erroneous, controversial, out-of-date or offensive, or that does not meet the library's selection or collection development policies;
  4. Each library Internet user shall determine appropriate use; the library does not provide for filtering of Internet content (see Internet Filtering Policy, requires Adobe Acrobat Reader); parents/guardians shall provide guidance to children in their care under the age of 16.

To assist parents, the Library provides guidelines for Safe Surfing. The library does not assume responsibility for any damages, direct or indirect, arising from its access to the Internet.  Because public access Internet computers are located in public areas shared by users of all ages, backgrounds and sensibilities, users are asked to consider this when accessing potentially controversial information or images.  Please be aware that staff cannot monitor the public's use of the Internet but we expect individuals to refrain from displaying offensive information or images.  KFPL computers may not be used for illegal or unethical purposes.  KFPL is not responsible for infringement of copyright law by Internet users.  

 

Compliance with Internet Policy
Users are expected to comply with the KFPL Internet Access policy, conditions and procedures.  Failure to do so may result in the loss of Internet use privileges. 


Patron Procedures for Registration and Use

In Libraries Where Computer Booking Software is Being Used (Central, Isabel Turner, Calvin Park, Kingscourt, and Pittsburgh Branches):

  1. A person may book one session in every 24 hour period. The length of a session is one hour. If the patron does not use an entire hour, it is not possible to "save" the remaining time for later in the day.
  2. Reservations will be held for 10 minutes after the scheduled start time. To make a reservation, a Kingston Frontenac Public Library patron card is needed. Visitors to Kingston and other library users who do not have patron cards will have to go to the Information desk to make a reservation.
  3. Reservations can be made up to one week in advance. Reservations can be made at the Internet Computer itself, over the Web from any computer at the library or at home, or with staff assistance (in person or over the phone).
  4. 4. If an Internet computer has not been booked, walk-in patrons may book that time when they arrive.

In Libraries Where a Clipboard is Being Used to Reserve Computers (All Other Branches):

  1. A person may book two 30 minute sessions in every 24 hour period.  These half hours may be consecutive.
  2. Reservations will be held for 10 minutes after the scheduled start time.  When making a reservation, a name and phone number will be needed.
  3. Reservations may only be made up to one week in advance.  If a booking has been made for 2 consecutive half hours and the person hasn't arrived on time for the first session, both half hours will be lost.
  4. If an Internet computer has not been booked, walk-in patrons may book that space of time when they arrive.  In the case of disputes, the person claiming a reservation will be asked to verify their phone number or to present a piece of identification.

In ALL Libraries:

  1. E-mail access is available only through public e-mail providers.
  2. Laser printing is available. The cost is $0.15 per page for black-and-white, and $0.50 per page for colour. 
  3. Staff can only assist users when time and knowledge permit.
