About the Project

Community engagement is integrated into decision-making and planning at the KFPL. As part of the Library's commitment to community-informed development, the Code of Conduct project focused on updating an operational policy to meet the evolving needs of library patrons and staff. Along with other Library policies, the Code of Conduct Policy helps ensure the safety, dignity and intellectual freedom of library patrons and staff and the security of library property.  

The Library began consultation on its Code of Conduct Policy in the summer of 2024. Engagement activities throughout the summer and fall focused on gathering ideas and suggestions from the community to create a policy that helps promote the safety, dignity, and intellectual freedom of library patrons and staff, as well as the security of library property. An updated policy was approved at the November 27, 2024 Library Board Meeting. 

The newly titled Library Use and Conduct Policy (PDF, 112 KB) came into effect on March 31, 2025.  

To aid in the equitable application of the Library Use and Conduct Policy, suspension guidelines have been developed to promote consistency and transparency when Policy violations are addressed. June 2024: Public survey (Completed: closed on July 21, 2024) 

July 2024: Engagement sessions at KFPL branches and in the community  

September 25, 2024: Draft Policy and Public Engagement Report (PDF) reviewed by Library Board  

October 2024: Engagement on draft policy  

November 27, 2024: Review of October Engagement Report (PDF, 1334 KB) and approval of updated policy at Library Board meeting  

March 31, 2025: Updated Library Use and Conduct Policy (PDF 77 KB) (formerly known as the Code of Conduct Policy) came into effect   

The Patron Code of Conduct Policy supports the Library’s mission to build community through inclusive, welcoming and safe spaces for all.  As a result of those guiding principles, the Code of Conduct Working Group recommended changes to the Policy reflecting the feedback received, current Health and Safety standards and regulations, sector benchmarks and best practices.  

A name change was recommended from Patron Code of Conduct Policy to Library Use and Conduct Policy.
