Apparently every kettle, measure of tea (whether bagged or loose), and cup (regardless of shape) is public property under English common law. Their use, like access to an easement or right of way, can be demanded by and of any English citizen but particularly coppers. Who knew? But not biscuits or coffee. One cannot expect those, though one may ask. (J/K of course. There's no such common law but you'd never know it).
My only criticism is the poor quality of the subtitles both in terms of punctuation and interpretation of the actors' lines.
