Collections, Services and Programs Framework

The Collections, Services and Programs Framework (“the Framework”) upholds the Mission, Vision and Values of the Kingston Frontenac Public Library (“the Library”), and the principles and commitments outlined in formal position statements endorsed by the Kingston Frontenac Public Library Board.

The Library strives to provide inclusive, accessible, and responsive collections, services and programs that:\

  • Reflect the needs, interests and diversities of community members.
  • Build skills and literacies. 
  • Foster intellectual growth and lifelong learning.
  • Spark imagination, curiosity and creativity. 
  • Support the recreational and leisure pursuits of community members.
  • Encourage a shared sense of community and belonging and reduce social isolation.
  • Minimize barriers to participation and access by offering collections, programs and most services without charge.
  • Uphold the principles of intellectual freedom and freedom of expression.
  • Contribute to racial and social equity in the communities the Library serves by helping all community members realize their full potential.
  • Advance commitments made in the Library’s Statement of Solidarity and Acknowledgement and actively work to decolonize and Indigenize library services.
  • Leverage partnerships with organizations whose mission, values, and service priorities align with those of the Library to mutually increase capacity, efficiency and reach.

Delegation of Responsibility

Guided by this Framework, and in compliance with the Board’s Governance Policies, the Chief Librarian / CEO will establish operating policies, procedures and processes.
